SUMMARY
After five years of painful adjustments, the transformation process
in agriculture appears to have come to an end with the first report of
output growth (6%) for 1995. Overall, farming suffered severe production
declines and heavy losses in the shift back to private ownership, and a
significant decline in the importance of the sector in the regional economy.
Subsidies have been reinstated in some countries, as have trade barriers,
although still low compared to the EU. Farmers themselves are now doing
somewhat better in the CEFTA countries, while in Russia and Ukraine, recovery
still looks a long way off.
